M. Monica Singh
I am the most qualified candidate because I bring deep courtroom experience and a proven record of excellence on the bench. Prior to becoming a judge, I practiced civil litigation for over 20 years and tried over 100 jury cases to verdict, giving me a strong foundation in both trial practice and case management. As a sitting judge, I am known for fairness, preparedness, and efficiency, and I was ranked among the top performers in the most recent bar poll of nearly 100 judges, as rated by practicing attorneys. I run a professional, respectful courtroom, am committed to access to justice, and use technology to reduce barriers for working families. I also manage a high-volume docket with no backlog and prioritize transparency in the courtroom.
The most pressing issue is the intense and growing volume of cases in the County Civil Courts, which has not kept pace with Houston’s population growth. We manage a fast-paced docket by being prepared, decisive, and willing to hear cases promptly. As a result, our court has never had a backlog. I will continue advocating for expanded judicial capacity, while maintaining efficient scheduling and virtual hearings. Secondly, a majority of civil litigants are unrepresented. I address this through plain-language explanations, clear procedures, and appropriate flexibility so cases are decided solely on the merits of a case. I also continue using Zoom to reduce barriers such as missing work or transportation challenges. This promotes equity.
